NATIONAL MECHANISM FOR REPORTING AND FOLLOW-UP (NMRF)

The National Mechanism for Reporting and Follow-up (NMRF) Unit was established within the 
Ministry of Human Rights (MoHR) on 6 May 2020. Operating under the supervision of the 
Ministry’s International Cooperation (IC) Wing, the NMRF is now fully functional at both federal 
and provincial levels. The NMRF Unit is composed of legal experts, policy specialists and human 
rights professionals and is mandated to coordinate Pakistan’s engagement with international 
human rights mechanisms. It plays a central role in the preparation and follow-up of treaty body 
reports, Universal Periodic Review (UPR) submissions and interactions with Special Procedures 
of the United Nations. By adhering to UN guidelines for national reporting and follow-up 
mechanisms, the NMRF has significantly strengthened Pakistan’s ability to fulfill its human rights 
reporting obligations. It also provides technical assistance to federal and provincial departments, 
facilitates data collection and ensures consistency and accuracy in human rights reporting. 
 

Core Functions of NMRF

Implementation Tracking: It tracks the national implementation of international treaty 
obligations and human rights recommendations to ensure progress and accountability. 


Coordination and Reporting: NMRF is tasked with coordinating the drafting and 
submission of reports to international human rights bodies, including treaty bodies, the 
Universal Periodic Review (UPR), and special procedures. It also monitors the follow-up 
and implementation of recommendations issued by these mechanisms. 


 Engagement with Stakeholders: NMRF works closely with federal and provincial 
stakeholders involved in drafting treaty body reports to ensure consistency and 
comprehensiveness in reporting. 


Key Achievements 


 Drafting of Reports: Successfully prepared Pakistan's second periodic reports for the 
International Covenant on Civil and Political Rights (ICCPR), Convention against Torture 
(CAT), and International Covenant on Economic, Social and Cultural Rights (ICESCR). 
NMRF drafted Pakistan’s 4th UPR Report as well as UPR mid-term report for which data 
collection was carried out via HRIMS system.

 
 Responses to Issues and Themes: Provided comprehensive responses to the lists of issues 
and thematic concerns from treaty bodies such as the ICCPR, International Convention on 
the Elimination of All Forms of Racial Discrimination (ICERD) and Convention on the 
Rights of Child. 


Streamlined Reporting Mechanism: Established a streamlined reporting mechanism that 
aligns with international standards, making the process more efficient and structured in 
Pakistan.
